Joy Ballard announces re-election bid for County Collector.

Saline County Tax Collector Joy Ballard formally announced today that she will run for a second term for tax collector as a Republican.  Ballard has worked in county government for 11 years and has a broad knowledge of Arkansas County Code and county policy and procedures.  Her campaign web site is www.joyballard.com.

In Ballard's first term, she has increased office efficiency and data reliability with the installation of new file servers with fireproof backup tape drives.  Her office has also set up the first online database for Saline County that publishes all taxpayer account data in real time at www.arcountydata.com/county.asp?county=Saline.

Ballard has also, at her own expense, built a web site dedicated to the operations of the collector's office.  The web site is at www.salinecollector.ar.gov.  This site also has links to file downloads for delinquent accounts.

As a result of a state mandate from the Arkansas Department of Legislative Audit, Ballard developed an emergency preparedness plan to ensure uninterrupted service to the county in the event of the destruction of one or more of the collector offices in Benton and Bryant.

She also has a ten year background in management and banking.  "My management, banking and county experience has been very beneficial.  I can’t imagine how difficult it would be to do this job without that type of experience," she said.

Ballard noted that she is very much honored to serve Saline County residents.  "And I am very serious about providing the best service possible and assisting everyone professionally.  However, I am also very serious about collecting delinquent personal property and business taxes.  I know this is not popular with those who are delinquent, but I believe those who do pay every year on time expect me to collect from everyone."

Ballard and her husband, Gary, have been married for 31 years.  They enjoy running, gardening, traveling, reading and entertaining.  They have three children, Brandi of Little Rock, Mason and his wife Stefanie of Benton and the late Ari Ballard.  She is the daughter of the late Len Hall and Bobbie Sexton of Malvern.

Ballard is a member of the Saline County Republican Party and the Hot Springs Village Republican Women.
